Why a Contractor’s Detailed Repair Scope Matters After Storm Damage

A detailed repair scope is the construction roadmap for a storm-related project. It should explain what was observed, where it was observed, what work is proposed, and which conditions still need verification. It is not an insurance-coverage decision, a promise of payment, or a substitute for the policy.

Start with observed conditions—not conclusions

A useful scope separates visible facts from assumptions. For example, it may document a displaced shingle, a punctured siding panel, a dented metal component, or interior staining. It should identify the elevation, roof slope, room, or component involved and connect close-up photographs to wider location-setting images. The cause and timing of a condition should not be stated as fact unless the available project context supports that conclusion.

This close-up is useful evidence of a visible condition, but it cannot describe the entire roof by itself. A complete scope explains where the photograph was taken and how the pictured area relates to the proposed work.

Identify every affected construction component

Roofing is a system, not just a field of shingles. Depending on what is actually observed, a roof scope may address shingles or membrane, starter material, underlayment, ice-and-water protection, drip edge, flashing, vents, pipe boots, valleys, ridge material, decking conditions, gutters, downspouts, siding transitions, and interior finishes. Components should be listed separately when their materials, labor, or repair methods differ.

Metal vents, flashing, gutters, and other accessories can require different removal, replacement, and sealing steps than the surrounding roof covering. Omitting those details can make a scope difficult to price or build accurately.

Include measurements, quantities, and material details

The scope should state the measured area or quantity for each proposed task and identify material type when known. Helpful details can include roof squares, linear feet, individual components, siding profile, gutter size, shingle style, color-matching limitations, access requirements, steep-slope conditions, waste assumptions, and disposal. Measurements should be traceable to field notes, photographs, diagrams, or a recognized measurement report.

Separate temporary work from permanent repairs

Emergency mitigation—such as tarping an opening or controlling interior water—is intended to limit additional exposure. It does not automatically resolve the underlying construction condition. The scope should show what temporary work was completed, when it was completed, what remains, and the permanent repair being proposed. State assumptions, exclusions, and hidden-condition procedures

Some conditions cannot be confirmed until materials are removed. Decking deterioration, concealed flashing, trapped moisture, fastener patterns, and code-related details may not be fully visible during an exterior inspection. A responsible scope identifies those limitations and explains how additional work will be documented, priced, and approved if hidden conditions are discovered. It should not present unknown quantities as confirmed facts.

Describe labor sequence and site requirements

A buildable scope explains more than the finished material. It may include protection of landscaping and adjacent surfaces, material delivery, tear-off, disposal, deck inspection, flashing integration, ventilation work, installation steps, cleanup, magnet sweeping, permit or inspection requirements, and final walkthrough. The exact sequence depends on the property, materials, manufacturer instructions, and local requirements.

Keep the contractor’s role separate from claim adjustment

A storm repair contractor can inspect construction conditions, prepare a repair scope and estimate, explain methods and materials, and perform contracted work. The insurer determines coverage under the policy. Under the Illinois Public Adjusters Law, adjusting a claim includes representing an insured while negotiating values, damages, or depreciation or applying loss circumstances to policy provisions. Those activities belong to properly authorized insurance professionals, including a licensed public adjuster when retained. Legal questions belong to a qualified Illinois attorney.

What homeowners should compare before approving work

Before signing a construction agreement, confirm that the property area, measurements, materials, proposed tasks, price, payment schedule, exclusions, change-order process, warranty terms, and responsible parties are understandable. Ask the contractor to correct obvious location or quantity errors. Keep the scope, photographs, invoices, receipts, product information, and change orders together. The Illinois Department of Insurance disaster guidance also recommends documenting conditions, contacting the insurer, keeping receipts for temporary work, and obtaining contractor estimates.
